I learned that to make a speech means to give a speech(to speak in public).

Then, does “to make a speech” also convey the meaning of making a draft of a speech?

One more. Do you say “wirte a speech” to mean “make a draft of a speech”?

I’m learning English. This is not in my dictionary.

Making a draft of a speech would be referred to as “writing a speech” or perhaps “planning a speech”.

Of course, looking at the above, I’ve also answered your second question! You can indeed say “to write a speech” which conveys the same meaning.

    For writing the draft, you can say “write a speech” or “prepare a speech”.
